Eduardo Frei Ruiz-Tagle, the former President of Chile, said democracy is not only the democracy of the elite level. He pointed that we need to cherish the diversity of different nations because democracy means mutual understanding, common development and diversity.

He made the remarks as a guest at the opening ceremony of the International Forum on Democracy: the Shared Human Values held on Saturday.
