A bomb explosion killed four people and wounded 20 in the southern Iraqi city of Basra on Tuesday. Local officials suspect the Islamic State were responsible for the attack. The military said the blast, located near a major hospital in the city was caused by a motorbike rigged with explosives. Iraq declared victory over the Islamic State in December 2017.  But the group continues to carry out sporadic attacks particularly in the north.
