Improving China's state and governance system is a critical challenge for the development of the country. An important decision of the Communist Party of China (CPC) Central Committee on how to advance the modernization of China's system and capacity for governance was made in late 2019 at the fourth plenary session of the 19th CPC Central Committee. The CPC vowed to see that the modernization of China's system and capacity for governance basically achieved by 2035 and realized in full as the People's Republic of China celebrates its centenary.

In order to achieve the goals, what has China done and is planning on doing to improve its state and governance system? "The Tough Question" invited Lin Yi, associate professor from the School of Marxism at Tsinghua University, to share his views.
