World Bank donors approve $280 million transfer for Afghanistan

International aid to Afghanistan has been frozen since the Taliban seized power in August. But donors have agreed to transfer $280 million for humanitarian relief. The money is expected be transferred directly to two aid agencies by the end of this month, bypassing the Taliban government.
