During the Iran nuclear talks in Vienna, European diplomats say major powers and Iran have not been able to get down to real negotiations. British, French and German negotiators say Iran's positions are "inconsistent" with the 2015 nuclear deal - which the U.S. unilaterally withdrew from in 2018. European powers warn the deal will be an "empty shell" if Iran keeps developing its nuclear program.
