When leaders of the nuclear-armed P5 states issue a joint statement saying a nuclear war can't be won and must never be fought, it goes a long way in maintaining global strategic stability, says Fu Cong, director-general of the Department of Arms Control of the Chinese Foreign Ministry. He says the statement is both historic and timely, given the tension in Europe and Asia-Pacific.
