Photovoltaic Industry Action Plan helps achieve dual carbon goals

China published an action plan on Tuesday, setting the objectives and tasks for developing an intelligent photovoltaic industry for the period 2021 to 2025. 

The Action Plan for Innovation-Driven Development of Intelligent Photovoltaic Industry is formulated to comprehensively improve the country's development quality and efficiency of its photovoltaic industry and promote nationwide efforts to achieve carbon peak by 2030 and carbon neutrality by 2060.

The plan targets that by 2025, the photovoltaic industry will make significant progress in upgrading its intelligent level and achieve major breakthroughs in developing technologies.

The conversion efficiency of new mass-produced and high efficiency solar cells will notably be improved to enhance the industry's ability to provide auxiliary items, including silicon materials and wafers, it says.

By 2025, construction of the smart photovoltaic industrial ecosystem will be completed to speed up the industry's integration with new-generation information technology, according to the plan.

Significant breakthroughs will also be made in smart and green manufacturing to further increase the supply capacity of smart photovoltaic products.

For both urban and rural areas, the plan calls for coordinated efforts to promote smart roof photovoltaic systems among residents, and encourage the adoption of solar photovoltaic systems on new government-subsidized housing for public welfare.

Photovoltaic installation in 2021 is predicted to be 45-55GW, and in 2022 may increase to more than 75GW driven by the huge reserves of photovoltaic power generation projects in China, Wang Bohua, an official with the China Photovoltaic Industry Association, said at an industry forum on December 15.

In October, the State Council released a document titled "Action Plan for Carbon Dioxide Peaking Before 2030," proposing that by 2025, eight percent of urban buildings should switch to use renewable energy, and 50 percent of new public institution buildings and new factory buildings should install rooftop photovoltaic facilities.
