Italy's parliament will begin voting on Monday for a new president. Prime Minister Mario Draghi is among the most prominent candidates in a wide-open contest. The leaders of both the 5-Star Movement and the center-left Democratic Party said their lawmakers would cast blank ballots, a way of playing for time while cross-party negotiations continue. The head of state is responsible for resolving political crises, and has the final say in nominating prime ministers and other cabinet members. Outgoing President Sergio Mattarella has ruled out accepting another term.
