Lieutenant-Colonel Paul-Henri Sandaogo Damiba, head of the Patriotic Movement for Safeguard and Restoration (MPSR) which controls Burkina Faso, has been declared "president" by the Constitutional Council and will be sworn in on Feburary 16, French media reported on Thursday.
