Ukraine has condemned Russian naval drills near its southern coast. It says the presence of warships is part of a "hybrid war" and has made navigation in the Black Sea and the sea of Azov virtually impossible. Ukraine says it will work with other partner nations to prepare a response. Russia's defense ministry says the exercises are focusing on "suppressing and repelling external aggression" and the Kremlin said the troops would go home afterwards. And as fears of war mount, U.S. President Joe Biden is urging American citizens in Ukraine to leave and he says U.S. troops will not be deployed in Ukraine to rescue them.
