UN Secretary-General Antonio Guterres on Monday called for diplomacy to defuse the heightened tensions between Russia and the West. The time is now to defuse tensions and de-escalate actions on the ground, he said.

Meanwhile, Ukraine said joint diplomatic efforts have managed to de-escalate the situation as some troops in Russia's military districts adjacent to Ukraine are returning to their bases after completing drills, Russia's defense ministry was quoted as saying on Tuesday.
