China will establish a relatively complete modern forest and grass industry system with an output value of 9 trillion yuan (about $1.41 trillion) by 2025, according to a five-year development plan (2021-2025) for the industry released by the National Forestry and Grassland Administration.

China will also establish itself as a leader in international trade of forest and grass products, with the annual import and export value reaching $195 billion by 2025.

The plan has identified 12 key sub-sectors for development during the 14th Five-Year Plan period (2021-2025), including economic forest, wood processing and ecological tourism.

The plan also said that China will promote the quality and increase production of woody oil industry by promoting the construction of woody oil production base, among other measures.

By 2025, the planting area of woody oil will reach about 180,000 square kilometers, and the annual output of woody oil will come to 2.5 million tonnes, according to the plan.

Regarding the underforest economy, the plan said that China will establish a batch of nursery stock production bases, leading enterprises and industrial clusters. By 2025, the total area of flower production will remain stable at 15,000 square kilometers, with a total output value of 350 billion yuan ($55.1 billion).

The plan also advocates the processing of bamboo products, including furniture, musical instruments, shoots, charcoal, fiber, paper and construction materials.

Meanwhile, the comprehensive utilization of bamboo, bamboo leaves, bamboo shoots and processing residues will also be vigorously developed. By 2025, the total output value of the bamboo industry will reach 700 billion yuan ($110.2 billion), the plan said.
