Russia's federal council, the upper house of parliament, ratified the Treaty of Friendship, Cooperation and Mutual Assistance with the "Donetsk and Luhansk people's republics" on Tuesday.
The State Duma, Russia's lower house of parliament, passed the treaty earlier on Tuesday.
