Russia's UN envoy Vasily Nebenzya told the UN Security Council that Russian President Vladimir Putin's announcement of a "special military operation" in eastern Ukraine "is not a war. It is a special military operation."

Nebenzya told a UN Security Council meeting on Wednesday that Moscow's military operation is being carried out in "self-defense", as per the UN Charter's Article 51.
