Kremlin spokesman Dmitry Peskov said Russian President Putin is ready to send a Russian delegation to the Belarusian capital of Minsk for negotiations with Ukraine. Putin said Russian troops were hitting back on nationalist elements in Ukraine who have been attacking residents of largely pro-Russian regions for years.
