An explosion was reported at an oil depot 30 kilometers from Kyiv. Russia said Ukraine has refused negotiations, and Moscow's military operation will continue. Ukrainian officials said they cannot accept Russia's proposals, and called for a "fair solution" that is in the interests of the Ukrainian people.
