Ukraine says talks with Russia have begun in Belarus. The Ukrainian delegation said their main goal was an immediate ceasefire and withdrawal of Russian troops. More explosions were reported in the Ukrainian capital Kyiv and the major city Kharkiv on Monday morning. Russian forces said they had air superiority over Ukraine and that civilians could leave Kyiv "freely." 

NATO chief Jens Stoltenberg spoke by phone with Ukrainian President Volodymyr Zelenskyy, promising to supply more weapons. The European Union member states on Sunday agreed to release 450 million euros for member states to buy arms for Ukraine. The Kremlin said this proved it was right to launch its military operations. Meanwhile, Belarus said it would allow Russia to permanently place nuclear weapons and forces on its soil.
