Putin submits protocol to introduce 'coordinating state'

Russian President Vladimir Putin on Thursday submitted to the State Duma for ratification a protocol on amending the agreement on the Collective Security Treaty Organization (CSTO) peacekeeping activities, which provides for the introduction of the concept of "coordinating state."
