Russia and Ukraine have already held three rounds of talks, with a fourth reportedly in the works. But so far, no substantial progress has been made. CGTN's Liu Xin has talked to Belarusian Foreign Minister Vladimir Makei on obstacles for the negotiations. The foreign minister said the main problem is that the West has always ignored Russia's concerns about regional security and NATO's repeated expansion eastward. But he believes solutions do exist if all relevant parties get rid of external interference and look for a compromise based on a balance of interests.
