Russia and Ukraine have failed to reach a breakthrough in the first high-level talks between their foreign ministers since Moscow began its military operations in Ukraine over two weeks ago. Ukraine said there was "no progress" even on a 24-hour ceasefire. The foreign ministers met Thursday on the sidelines of a diplomacy forum in the southern Turkish city of Antalya.
