Ukrainian Prime Minister Denys Shmyhal will address the Parliamentary Assembly of the Council of Europe (PACE) over the Russia-Ukraine conflict on Monday, on behalf of the country's President Volodymyr Zelenskyy, according to the PACE.
Zelenskyy was unable to speak due to "very urgent, unforeseen circumstances," PACE said via Twitter.
