EU foreign ministers have disagreed on sanctions over Russian energy, with German Chancellor Olaf Scholz reiterating his opposition to banning Russian oil imports. Scholz said the bloc was too dependent on Russian oil to decide an embargo, and warned it could have negative consequences for other European economies.
