European Union leaders are split on how strong sanctions on Russia should be. Some support imposing an embargo on Russian energy, but others say that would have a devastating impact on Europe's economy. Russia supplies 40 percent of the EU's gas needs, as well as 27 percent of its oil imports and 46 percent of its coal imports.
