European Union foreign policy chief Josep Borrell said Monday that the EU's foreign ministers have not agreed on a ban on Russian oil and natural gas imports.

Many of the ministers meeting in Luxembourg showed support for sanctions on Russian oil imports, the EU's top diplomat said, but for others, such a ban would constitute an "asymmetric shock."
