Russia is considering using only conventional weapons in Ukraine, Russian Foreign Minister Sergei Lavrov said in an interview with Indian media, according to the TASS news agency.
Moscow is not seeking a change of regime in Ukraine, Lavrov said, adding that "the people should have the freedom of choice."
