Russian Foreign Minister Sergei Lavrov said talks between Moscow and Kyiv have stalled. He made the remarks after meeting with the Kazakh foreign minister in Moscow. Lavrov said Russia had yet to receive an answer to its latest proposal sent to Ukraine a few days ago. Kremlin aide Vladimir Medinsky, also Russia's chief negotiator, said he spoke with his Ukrainian counterpart on Friday. There has been no breakthrough in negotiations since they began early in the conflict.
