Luo Ketao has been a welder for 13 years and his expertise has won him awards. He worked on an emergency COVID-19 hospital in southwest China's Guizhou Province in 2020 and volunteered to do the same in Hong Kong during its latest wave of infections. Luo is one of thousands of mainland workers who are helping Hong Kong construct emergency and makeshift hospitals.
