The European Union has proposed some of its toughest sanctions yet against Russia as the conflict in Ukraine enters a third month. Qu Qiang, assistant director and a fellow at the International Monetary Institute of Renmin University of China, said Russia is self-sufficient and the living standards of its people have been largely unaffected.
