The White House says U.S. President Joe Biden will visit Buffalo, New York, on Tuesday after 10 people were shot and killed in what authorities have called a racially motivated, violent extremist attack. Eleven of the 13 people shot were Black. Authorities say the attack will be investigated both as a hate crime and as an act of "racially motivated violent extremism" under federal law. Einar Tangen, a political and economic affairs commentator, talks about the nature of this crime and the possible reasons behind it.
