Biden signs policing order on Floyd death anniversary
01:40

U.S. President Joe Biden signed an executive order on policing on May 25, the second anniversary of George Floyd's death. Floyd's daughter, Gianna, was then escorted to the stage and asked to take a seat where the order was signed.

In September, the Justice Department curtailed federal agents' use of no-knock warrants and updated its policy to prohibit agents from using chokeholds in most circumstances. But extending such rules to local police is more challenging, and White House officials have spent months negotiating with civil rights groups and police organizations.

The protests following Floyd's death in police custody were some of the largest demonstrations in American history, proving that transforming initial outcry into political change is difficult.
