Civilian evacuation in Luhansk 'suspended due to Russian shelling'

The governor of Ukraine's Luhansk, Serhiy Haidai, said via Telegram on Monday that "efforts to evacuate 10 civilians in the Luhansk region were suspended on Monday after an armored transport was hit by shrapnel from a Russian shell."
He also claimed a French journalist was killed in the shelling.
There has been no response from Russia.
