U.S. President Joe Biden is set to propose a new U.S. economic partnership with Latin America as he seeks to reinforce ties at the Summit of the Americas. Biden's agenda has been made difficult by the decision of several leaders to skip the summit after Washington declined to invite Cuba, Venezuela and Nicaragua.
