Ukrainian President Volodymyr Zelenskyy has imposed personal sanctions against Putin and other top Russian officials. The decree was signed on Thursday. Sanctions include freezing assets, travel and trade bans on the listed personnel. Zelenskyy also imposed sanctions on principals of more than 260 Russian universities and suspended cooperation and exchange activities.
