Luhansk's governor said Russian forces have taken most of the city, while Ukrainian troops remain in control of an industrial area and chemical plant where hundreds of civilians are sheltering. Meanwhile, Russian forces claim to have struck a U.S. and EU-supplied weapons depot in western Ukraine.
