The regional governor in Russia's Belgorod said three people were killed and dozens of buildings destroyed after reports of several blasts in the city. Belgorod lies 40 kilometers north of the Ukrainian border. Russia has accused Ukraine for the attack. Stuart Smith reports from Moscow.
