The Russian defense ministry said on Friday that its Kalibr high-precision sea-based missiles hit the building housing Ukrainian soldiers in the city of Vinnytsia on July 14, TASS reported.

Ukrainian President Volodymyr Zelenskyy earlier said that at least 23 people were killed after Russian missiles struck the city, calling the attack "an open act of terrorism."
