Since the Communist Party of China held its 18th National Congress in 2012, the country has sped up technology development and is aiming for quality growth driven by technology innovation. The government has more than tripled public spending in fundamental scientific research, and achieved breakthroughs in multiple fields, including supercomputing and aerospace infrastructures. China ranked 12th on the World Intellectual Property Organization's 2021 Global Innovation index – a big step up from 34th place in 2011.
