The U.S. has dragged its feet in releasing billions of dollars of Afghan central bank assets for which Afghan civilians are bearing the brunt, not the Taliban, says Barnett Rubin, a distinguished fellow at the Stimson Center in the U.S. The U.S. has a moral duty to unfreeze those assets, but, unfortunately, according to Rubin, the Taliban have not done anything to make it easier politically for the American government to do what it should.
