The head of the International Atomic Energy Agency (IAEA) said both Russia and Ukraine were "playing with fire" as shelling continued around the Zaporizhzhia power plant. Rong Ying, vice president of the China Institute of International Studies, says that the IAEA must take lead to establish safety zone around Zaporizhzhia plant.
