Super Typhoon Noru made landfall in Burdeos municipality, Philippines, on Sunday at 5:30 p.m. (0930 GMT), bringing heavy rain and severe winds to the Philippine capital Manila and several areas on the main Luzon island.

Noru then weakened to the typhoon category and made a second landfall in Dingalan municipality, Aurora province, at 8:20 p.m. (1220 GMT), the Philippine Atmospheric, Geophysical and Astronomical Services Administration said.

A total of 8,391 people were preemptively evacuated from the path of the tropical storm, according to the country's National Disaster Risk Reduction and Management Council.

Philippine President Ferdinand Romualdez Marcos approved a suspension of government work and classes for Monday for Luzon, which accounts for more than two-thirds of the economy and roughly half of the country's 110 million population. The Philippine Stock Exchange also announced a trading suspension for Monday.

The Philippines, an archipelago of more than 7,600 islands, sees an annual average of 20 tropical storms that cause floods and landslides.
