Super Typhoon Noru has weakened to be a standard typhoon after its second landing in the Philippines. Officials say Noru made its first landing at the level of super typhoon on Sunday evening, battering Quezon Province with strong winds and heavy rain. Noru is the strongest typhoon to affect the Philippines this year.
