Vietnam braces for cyclone that killed 10 in Philippines

Vietnam has downgraded Typhoon Noru to a tropical storm as it made landfall on its central coast but the risks from flooding remain. The country's meteorological agency says wind speeds hit over 180 kilometers per hour late on Tuesday. More than 200,000 people were evacuated to shelters. The cyclone has led to airport closures and travel disruption in Vietnam. After passing through Vietnam, Noru is expected to move on to Thailand. The typhoon hit the Philippines earlier this past weekend, killing 10 people and leaving eight others missing.
