The death toll from an attack on a civilian convoy in Kharkiv's Kupiansk has risen to 24, governor Oleg Synegubov said in an update on Telegram.
He said that a pregnant woman and 13 children were among the deceased.
The shelling, which he accused of being launched by Russian forces, took place on September 25 around 9:00 a.m., he added, citing law enforcement officers of the National Security Service in Kharkiv.
Russia did not immediately respond to the accusation.
