Valdis Dombrovskis, the European Commission's executive vice president and commissioner for trade, signed a second Memorandum of Understanding with Ukraine since the Russia-Ukraine conflict began in February, the European Commission said in a tweet on Monday.
"The European Union will provide 5 billion euros to Ukraine to cover immediate liquidity needs, pay salaries and pensions. We will deliver first tranche in mid-October," it added.
