No Cold War campaign co-founder Carlos Martinez says that China helps the region, which was left ravaged by the imperialist power, and the islands suffer from terrible poverty. But Beijing is doing the opposite of what the U.S. wants as part of its China encirclement strategy. That's the reason for the sudden flurry of diplomatic activity in the region.
