The efforts to promote the integrated river basin management of the Wanquan River have helped quench the economic water scarcity in China's southernmost island province of Hainan. This part of Hainan is mostly plain without large-scale water conservancy projects. Despite plentiful rain in the area, there was no means to retain the rainwater, not to mention its sustainable utilization. Since 2012, Hainan has intensified the integrated management and built Hongling Water Conservancy Project and its supporting irrigation projects and systems on the upper reaches of the Ding'an River.
