Quanzhou, a city in Fujian province, has been focusing on developing a market-oriented and export-oriented economy, and a shareholding cooperative system. In 2002, Chinese President Xi Jinping, who was then the governor of Fujian, signaled further impetus to these efforts with what is now called the "Jinjiang Experience". It involves aspects such as organizing capital and workers to developing the real economy, and promoting the integration of industries and workers through innovation.
