New York City declared a state of emergency on Friday in response to thousands of migrants being bused into the city in recent months from the southern U.S. border. Stéphane Dujarric, the spokesperson for the secretary-general of the UN on the same day told China Media Group (CMG) that migrants should be treated with dignity.
