The concept of "whole-process people's democracy" was first proposed by President Xi Jinping in 2019. According to the authoritative explanation of Xinhua News Agency, the concept has two key phrases: "people's democracy" and "whole-process."
First, people's democracy means people are the masters of the country and will be at the center. Secondly, "whole-process" means that Chinese people widely participate in the process of democracy, broadly engaging in democratic elections, consultations, decision-making, governance and oversight according to the law.
Grassroots contact stations across China have now become platforms to encourage people's participation in grassroots governance and democratic practices.
