Xi Jinping has called for advancing whole-process people's democracy and ensuring that the people run the country. The concept of "whole-process people's democracy" was first proposed by Xi during a visit to the Hongqiao subdistrict of Shanghai in November 2019. It is a system designed to ensure that all major legislative decisions are formulated democratically and generated through scientific, democratic decision-making processes.
